dc.description.abstractBu araştırmada amaç; Düzce" Belediyesi örneğini inceleyerek, belediyelerin sporla ilgili örgütlenmesi, yönetim ve hizmet anlayışlarıyla ilgili aksaklıkları tespit etmek ve belediyeler için sporla ilgili yeni bir yönetim, örgüt ve hizmet anlayışı profili çizmeye çalışmaktır. Araştırmada amaçlı Örneklem Tekniği ilebelirlenmiş sivil toplum örgüt yöneticileri (N=25) ve sporla ilgili belediye yöneticileriyle (N=4) mülakat yapılmıştır. Elde edilen veriler tablolar haline getirilmiş, veriler frekans analizi, yüzde dağılımı ve göz mukayesesi yöntemiyle değerlendirilmiştir. Kaynak taraması yapılmıştır. Sonuçlara göre; Düzce Belediyesi'nin , ülkemizdeki diğer belediyeler gibi , halka spor hizmeti vermek için gerekli yetki, yönetim anlayışı, ayrı bir idari birim ve yetişmiş uzman personele sahip olmadığı tespit edilmiştir. Mevcut yasal düzenlemelerin, çağdaş uygulamaların ve bilimsel doğruların aksine , kulüpleşme yanlışı içinde olduğu, halka gerektiği gibi spor hizmeti sunamadığı ve belediyelerin spora gerektiği gibi hizmet edebilmesi için yetkilerinin artması ve yönetim anlayışının değişmesi gerektiği ortaya çıkmıştır.en_US
dc.description.abstractThe purpose of this study is to determine, deficiencies about sport management, organization and service mentality öf municipalities and try to put forward a new profile of management, organization and service mentality through the Düzce Municipality sample. Administrators of non-governmental organizations (N=25) and municipalities (N=4) were interviewed who were selected by stratified sampling technique. Statistical analyses had been performed by calculating frequency and percentage distribution and eye ball comparison. In addition literature had been reviewed. According to the results; it was found that Düzce Municipality didn't have the needed authority, management mentality, a separate administrative department and qualified personnel to service the sport programs sufficiently in comparison to other municipalities in our country. Düzce municipality didn't have laws, modern applications and scientific procedures to provide sufficient sports and recreational services to its people. Furthermore, municipality's sports club served to a limited number of people instead of extending services to large percent of population. In addition, the authority and mentality of management need to be improved in order to serve the public.en_US
