Özet
Bu çalışmanın amacı, Osmanlı taşra teşkilatının en alt birimi olan mahallenin özelliklerini, Bolu Eski Cami Mahallesi örneğinde açıklamaktır. Osmanlı şehrinde mahalle birbirini tanıyan, bir ölçüde birbirinin davranışlarından sorumlu, sosyal dayanışma içinde olan kişilerin oluşturduğu topluluğun yaşadığı yerdir. Yapmış olduğumuz bu çalışmada mahallenin idari yapısına ilişkin bilgiler verilecektir. İdari yapı söz konusu olduğunda imam ve muhtarlar ön plana çıkmaktadır. Eski Cami Mahallesi’nde görev yapan imam ve muhtarlar tespit edilecektir. Nüfus sayımı yapılırken kişilerin meslekleri belirtilmiştir. Bu verilerden yararlanılarak Eski Cami Mahallesinin ekonomik yapısı aydınlatılacaktır. Haneye ilişkin verilen bilgiler ise mahallenin sosyal yapısı hakkında bilgi verecektir. Osmanlı şehrinin merkezinde cami onun yanında bedesten/ han bulunur. Şehir bu merkezin etrafında sıralanan diğer mahallelerden oluşur. Bolu, Osmanlı şehrinin bu genel özelliklerini yansıtır. Eski Cami Mahallesi adını Bolu’nun en eski camilerinden biri olan Yıldırım Bayezid Camii’nden alarak şehrin merkezinde yer almıştır. Mahalle günümüzde de aynı özelliğini sürdürmektedir. Ağırlıklı olarak nüfus ve temettuat defterlerinden yararlanılarak XIX. yüzyılda Bolu Eski Cami Mahallesi’nin idari, sosyal ve ekonomik yapısı ortaya konulacaktır.
Old Mosque Neighborhood typifies an Ottoman neighborhood. The purpose of this study is to explain characteristics of a typical Ottoman neighborhood with the example of the Old Mosque Neighborhood. Every people in the same neighborhood knew each other in the Ottoman period. These people were responsible for the actions of others in the neighborhood. The people helped each other. If a place had these characteristics, the place was named as “neighborhood”. In this study, information about administrative structure of the settlement will be given. When it comes to administrative structure, imams and muhtars come into prominence. Imams and muhtars who worked in the Old Mosque Settlement will be identified. While census was being conducted, people were asked to state their jobs. With the benefit of these data, economic structure of the Old Mosque Neighborhood will be enlightened. Information about households will give information about social structure of the settlement. There were a great mosque and a grand bazaar in the city center. A city consists of other neighborhoods which were around that city center. Bolu reflects the general characteristics of an Ottoman city mentioned above. The Old Mosque Neighborhood was named after Yıldırım Bayezid Mosque which was one of the oldest mosques in Bolu. This neighborhood was in the city center. The neighborhood is in the city center today too. This study examines administrative, social, economic structures of the Old Mosque Neighborhood in the 19th century with the benefit of census records and temettuat registers.
