dc.description.abstractBu çalışma, büyükşehir belediyelerinin kurumsal kabiliyet ve kapasitelerinin, 2012 yılı faaliyet raporları üzerinden içerik analizi yöntemi ile incelenmesini hedef alan bir çalışma olarak tasarlanmıştır. Büyükşehir belediyelerini içeren faaliyet raporları bir bütün olarak değerlendirildiğinde raporların, özensizlik, birbirinden fazlaca etkilenmeler ve tutarsızlıklar gibi birçok sorunu bünyelerinde barındırdığı görülmektedir. Elde edilen bulgular, Büyükşehir belediyelerinin mali yapılarının ve fiziksel olanaklarının yanında aslında, yönetsel yapılarının ve kapasitelerinin geliştirilmesine ihtiyaç duyulduğunu ortaya koymaktadır. Hizmet sunulan nüfus ve kullanılan bütçe büyüklükleri göz önüne alındığında büyükşehir belediyelerinin, stratejik planlamaya ve kurumsal kapasitelerini geliştirmeye daha fazla önem vermeleri gerekmektedir.en_US
dc.description.abstractThis study has been designed as a study, which aims to examine the institutional capabilities and capacities of metropolitan municipalities through the content analysis of the activity reports of 2012. When the activity reports of the metropolitan municipalities are evaluated as a whole, it is observed that there are many problems such as negligence, excessive similarities, and incoherency in these reports. The findings indicate that the managerial structures and capacities of metropolitan municipalities should also be developed along with their financial structures and physical capabilities. Looking at the size of population, which municipal services are provided with, and the size of the budget used, it is observed that the metropolitan municipalities should attach more importance to strategic planning and improvement of their institutional capacities.en_US
