Özet
"Cihet" kelimesi vakıf ıstılahında; "görev, vazife" anlamlarına gelmektedir. Osmanlı vakıf müessesesinde yürütülen hizmetler için verilen görevler bu kelimeyle ifade edilmiştir. Çoğulu "cihât"tır. Tespitlerimize göre cihetlerin/cihâtın uygulamaya yönelik usul ve esaslarını belirleyen sekiz adet mevzuat düzenlemesi yapılmıştır. Yapılan mevzuat düzenlemelerinin dört tanesi nizamnâme, bir tanesi talimât, bir tanesi kararnâme; bir tanesi 1290/1873 tarihli nizamnâmeye ve diğeri de 1301/1883 tarihli kararnâmeye zeyl olmak üzere hazırlanmıştır. Bütün bu düzenlemelerden cihâtın tarifi ve türleri, tevcih/tayin usulü ve konuyla ilgili diğer bilgiler öğrenilebilmektedir. Onun için bu çalışmada Osmanlı vakıf sisteminin cihet alanında yapılan mevzuat düzenlemeleri bir araya getirilecek ve ayrıca kaynaklarda Osmanlı Türkçesiyle yer alan bu mevzuat metinleri sadeleştirilecektir
The word “jihet” in the context of waqf (religious endowment) means duty. Duties related to the services carried out at the Ottoman waqfs were referred through the use of the words “jihet” and its plural form “jihât”. According to our findings, eight legislative arrangements were made which determined procedures and principles for the implementation of jihât. Four of these arrangements were regulations, one of them was an instruction and one was a decree. Other one was a regulation dated 1290/1873, and the last one was an addendum for a decree dated 1301/1883. From all of these arrangements, the description and types of the jihât, the method of appointment and other relevant information about the subject matter can be obtained. For this reason, in this study, the legislative arrangements made about jihât in the Ottoman waqf regulation are put together, and also the texts of the relevant legislation written in the Ottoman Turkish have been simplified into current language
