Özet
TOKİ, Türkiye’nin sosyal konut ihtiyacını karşılamak amacıyla, 2003 yılından iti- baren konut üretimine ağırlık vermiştir. Özel sektörün ağırlıklı olduğu ve rekabet- çi piyasa mekanizmasının büyük ölçüde işlediği konut sektöründe, TOKİ’nin ko- nut üretimi yolu ile piyasaya doğrudan müdahalesi, ekonomik açıdan etkin olma- yan sonuçlar üretmekte ve piyasa işleyişini bozucu etki yapmaktadır. Bu çalışma- da, sosyal konut ihtiyacının daha etkin bir şekilde karşılanması amacıyla, TOKİ için alternatif bir model sunulmuştur. Modelde temel olarak, TOKİ’nin konut üre- timini piyasaya bırakması ve konut finansmanına ağırlık vermesi öngörülmüştür.
In order to meet the residential need in Turkey, TOKI has focused on the produc- tion of housing since 2003. TOKI’s direct intervention by production in the hou- sing market is not rational in economic terms and disrupts the functioning of the market because the housing market is mainly composed of private firms and competitive market mechanism works largely. In this study, in order to meet more efficienctly the residential need an alternative model is presented for TOKI. Ma- inly, we propose TOKI to leave the production of housing and focus on housing finance instead.
